Now we are working on the specifics. Nacchi's hair shouldn't sit flat on her head. We need to give it volume. To lift it up we erase light into it. Erase along the direction of the hair and it will look shiny and actually lift away from the rest of the image.
You will probably need to draw in strands of hair on top of the highlights to make them look like hair again.
